Le Quoc Sinh


Dr. Sinh Le Quoc is former Executive Director and Scientific Director ( 2000 to 2009) of the Institut National de la Recherche Scientifique (INRS), Quebec, Canada. He is presently Honorary Professor at the same institute.

INRS is a research institute which offers several postgraduate programs leading to Master and Ph.D. degrees in various scientific areas such as material sciences, energy, telecommunications, water and earth sciences, biomedical sciences as well as urban studies, demography and applied social sciences.

Before joining INRS, Dr. Le Quoc was with the Ecole de Technologie Superieure (ETS), respectively as professor, chairman of mechanical engineering department and director of academic and research. ETS is an engineering school in Montreal specialized in cooperative ‘university-industry’ programs. During this period, he was also adjunct professor at Concordia University where he conducted research activities, mainly in the areas of computer-aided design programmable logic controllers, electrohydraulic servomechanisms and robotics which lead to several publications in international scientific journals such as American Society of Mechanical Engineers (ASME) Transactions, Society of Automotive Engineers (SAE) Transactions, Journal of Fluid Control.

Earlier in his carrer, Dr. Le Quoc was associated with Atomic Energy of Canada Ltd., working in the design of the CANDU (Canadian Deteurium Uranium) 600MW nuclear power reactors, mostly in the control of reactor safety systems, actually in operation in Canada, Argentina and South Korea.

Dr. Le Quoc holds a B.A.Sc. and M.A. Sc. from Universite de Sherbrooke and a Ph.D. degree from Concordia University, Montreal. He obtained also an International MBA degree with honors from the CERAM School of Management, Sophia Antipolis (France).

Dr. Le Quoc was instigator of a CIDA supported UPCD (University Partnerships in Cooperation and Development) project with the Danang Polytechnic Institute from 1995 to 1999. He is presently senior advisor for another CIDA supported UPCD project with the Institute of Environnemental Technology (IET), Vietnam Academy of Science and Technology (VAST) in Hanoi. The objective of the project is to provide the Vietnamese partners with the expertise needed to apply an integrated management method to the Cau River watershed and eventually to extend it to Vietnam as a whole.

Dr. Le Quoc is first vice-president of the Canada-Vietnam Education Network/Réseau d’éducation Canada-Vietnam (CVEN/RECV).
